create a delete if, because some user may want to delete stuff from a table, but restricted due to a maybe a certain date has passed.

For example, I want a user to be able to delete an invoice within a stipulated date of creation, but after a certain number of days has passed, he or she can no longer delete, but only the admin can do so.
