Prevent users from modifying views

Is it possible to prevent users from creating new views or modifying existing views in a table?

We have specific fields that we don't want to show to all users, and we can hide them just fine in forms by using "Display field only if", but we can't really prevent users from adding those fields to a view.

It seems all users have the ability to select "Edit columns..." for a view or "New view..." for a table and select any fields, even fields they are restricted from seeing. How can we stop that?

    Users can modify table views. But they will not see any field values if this is restricted be an admin.
